Recruiting skilled workers from abroad – selected information about Germany, Australia, Canada, the United States and the United Kingdom

www.migraceonline.cz, Hana Kabeleová (September 26, 2003).

Most developed countries began to close themselves off to refugees in the 1990s, but at the same time open up to immigrants who brought some expertise. Some countries (eg Australia) have had programs for facilitating the access of skilled workers to work visas and residence visas for a very long time, others (eg Germany and the United Kingdom) did not start actively recruiting skilled workers among foreigners until the second half of the 1990s.

German immigration law and active labor migration

Round table on the pilot project – IOM Prague, Věra Ivanovičová – project manager (September 7, 2003).

In 2001, a more than 300-page study entitled “Shaping Immigration – Promoting Integration” was launched in Germany, which became the basis for the preparation of a new law on immigration. According to the proposal contained in the study, Germany was to recruit at least 50,000 skilled workers a year.

Bulgarians are coming

Respect No. 37/03, Eliška Bártová (September 8, 2003).

The government has launched a test on how to save the dying Czech society.

After years of hesitation and doubt, the government began to seriously test its defenses against the aging of the local population. Even sober estimates warn of major problems in the Czech labor market in two decades. The cure is known: immigration

Integration curtain of the Aliens Act

Literární noviny, Milan Daniel (August 25, 2003).

At the end of July, the Ministry of Labor and Social Affairs launched a two-year implementation project for the integration of foreign workers. The scoring system on which the project is based promises more experienced foreigners and their families the opportunity to obtain permanent residence after only three years of long-term residence. The Act on the Residence of Aliens sets this period at ten years for citizens of non-member states of the Union.

A cute idea, cynicism and nonsense or an attempt that is worth it

MLSA, Ing. Věra Ivanovičová, project manager (August 12, 2003).

Response to Jan Macháček’s article in MF Dnes

Active recruitment of skilled labor: Canadian scoring of immigrants, but also of the Czech state administration on the rink of international migration

Migration online , Jan Černík (August 12, 2003).

The article describes the forms of organizing labor migration and their risks. The author analyzes the project in the context of demographic development, from an economic perspective and in the end its compliance with the state administration. The article also outlines possible approaches by countries of origin to organized labor emigration (migration capitalization versus brain drain). The article is supplemented by a brief reflection (downloadable) on the potential impact of a pilot project to separate economic migration from asylum.

Integration, not assimilation (the goal of the government project is integration, not assimilation of foreign workers)

International Organization for Migration – IOM, Prague , Jan Schroth (August 6, 2003).

One week ago, Martin Weiss, in an article entitled The Government, attracts immigrants with the subtitle Determining the Criteria for the Selection of Qualified Foreigners and Helping Them Assimilate, commented on the pilot project Active Selection of Qualified Foreign Workers. The name of the project is somewhat complicated and long, similar to the complicated project, the pilot phase of which will last several years. In most cases, erroneous and incomplete interpretations that have arisen in connection with the launch of the project can be passed on with the belief that during its implementation it will be possible to provide the public with relevant information through the media.

The government attracts immigrants

Lidové noviny, Martin Weiss, martinwei@prontomail.com (July 29, 2003).

The government’s program to attract skilled immigrants is, in principle, the right or even the only possible approach to immigration. At the same time, however, it is an approach full of problems. And maybe it’s also irrelevant. He is trying to regulate a movement whose whole logic and ends we usually don’t want to guess.

Importing elites – a cute idea

MF Dnes, opinions, page 6, Jan Macháček (July 29, 2003).

The government wants to import technocratic elites from Bulgaria, Croatia and Kazakhstan. He wants mainly high school students and doctors. It is said to be a pilot project so far, the expected about fifteen hundred technicians are not expected to appear on our labor market for several years. The only thing that is nice about the whole project is that the government shows a certain slight openness to the world.

Will foreigners help us rejuvenate?

Infoservice , Michaela Klečková (July 25, 2003).

Few children have been born in the Czech Republic in recent years, and our population is aging. According to data from the Ministry of Labor and Social Affairs, in 2030 there should be a shortage of over 420,000 people of working age in the Czech Republic. What will we do about it?

Press Release
